The Ministry of Finance considers it wrong the refusal from President Ilir Meta to enact the law on income tax, which aims to tax the profit rather than the gross income of these businesses.

Moreover, it says it favors these businesses, but in a differentiated way. Finances say the head of state has overturned the intent that he claims to be protecting, “inadvertently” by putting that word between quotation marks.

“The President, by not decreeing, perhaps unintentionally, has just overturned the principle that seeks to protect, therefore, the principle of a strict system and equally applicable to all. If the changes turned down by the President will not take effect then we will have a differentiated treatment of a subject in the market, which will continue to be taxed at 10% tax rate. The proposed change not only does not contradict the rule set in 2015 but unifies this adjustment, including National Lottery in the same fiscal framework. The only category that excluded from this rule was the National Lottery given by a special law by the Berisha government in 2013”.
