The rapporteur for Albania, Knut Fleckenstein, notes that Germany is also convinced that negotiations with Albania should be opened, although the decision of the Council of Ministers of the European Union may contain conditions. According to Fleckenstein, it is important that even if there are conditions, the decision will not return to the Council of Ministers after further reporting by the European Commission.

“The main message is that the preconditions for opening Albania’s EU membership negotiations have been met. This does not mean that work is over. We know there are problems. Yes, there are problems with organized crime and corruption. Justice reform is also underway, but everything has not been implemented. So there’s so much work ahead. We need to concentrate on property issues, economic growth, employment and many other criteria. First, for the Tirana government, but also for us to support and promote this work if it goes in the right direction. But the preconditions for opening the negotiations have been met, and that is the attitude of almost all political groups in the European Parliament and the European Commission”.
