At a time when the Socialist and Democratic Party have expressed willingness to use technology in elections, US Ambassador Donald Lu invited the parties to start working without delay, otherwise this effort will have the fate of previous projects. Ambassador Lu made this statement during a seminar organized by the OSCE, where there was no skepticism that voting and electronic counting did not avoid the phenomenon of the sale of the vote.
Donald Lu:
“If Albania undertook a pilot project for 2019, work on the budget, technology and implementation mechanism is now underway. If you wait until next summer I assure you it will be a failure. Electronic voting will not solve these problems, to solve these priority issues, Albania must implement OSCE / ODIHR recommendations”.
